That extends also to the inmates as well. I know many are frustrated by the mistrust extended by the wardens, but many of them are disinclined to trust at all. It's understandable, but it's not conducive for the changes many of the inmates would like to see in the way wardens treat them.

Both wardens and inmates must change their behaviors. The wardens should take the first step due to the power they have over the inmates, but the inmates must also be willing to relent some as well.
